Shortcuts

After the first turn, you can drive on the clock hands to skip past the turns.
The same thing is possible on the final turn's clock hands. This can happen on all three laps, but it's easiest on the first.

Strategies

Since there's no item shortcuts, Tick-Tock Clock is a good running track.
Power items aren't as useful compared to other tracks, but they can still zoom ahead when used to chain into the second set.
Bob-ombs are very useful when placed by the clock hands or the spinning cogs.
